tech support needed

What the hell. For some reason my laptop is cancelling all downloads as soon as they reach a certain (tiny) amount. YouTube vidoes aren't loading above a crawl. I thought it was my home 'net connection, but now I'm at uni and the same thing is happening - a download speed might start at 40kb/s, but it'll be down to 9kb/s within ten seconds.

I'm not even trying to do anything ILLEGAL. I'm trying to access a .pdf of an article that I need for an assignment, and both Firefox and IE refuse to let anything through. They'll download about 3MB, tell me that the download is complete, and then leave me with a fragment of a file that's no good at all.

Does anyone have ANY idea why this might be happening? Have I accidentally added an extra layer of mortar to my firewall? HELP.

Maybe do a spyware and virus scan, to see if there's something else utilizing the resources in question?
