There's actually a Lush store in the Canberra Centre, it's just a wee bit hard to find if you don't know where it is. It's on the lower level of the old part -- ie. the level you walk into from the street if you're using the front fountain entrance -- and it's in one of the little side-alleys; round the corner from that Australian merchandise tourist-trap place, if you know it.
