I have done hardly any reading in the Doctor Who fandom but I HAVE been reading most of the Torchwood stuff, and I have put together a short rec list of those fics that I think are worthwhile.

amberite - Decanted Memories - Part One - Part Two - This is a stunning, thought-provoking Jack/Nine/Rose fic. It is structured under invented cocktails (did I mention I have a cocktail kink? like, a big one?) and it's surreal and gorgeous and has a very strong Rose-voice. Probably my favourite OT3 fic so far.
calapine - Timeslip 1926 - Okay, I had to read this twice because I read too fast the first time and didn't catch all the details. This fic doesn't make things easy for you. But it's clever and coherent, beautifully executed - Jack and Rose and Nine and something going a little wrong in the jazz age.
liminalliz - Five times the OT3 have inappropriate reactions to mortal peril - I have to rec this because it was written for ME and because Lizzen writes great little snatches of situational fic.
lordshiva - Psycho saviour, qu'est-ce que c'est? - Part One - Part Two - You've never read a fic like this. Trust me. Nine, pre-'Rose'; a darker, harsher Nine with less compassion but just as much curiosity meets the narrator as she is trying to kill herself. I know, I know, it sounds unspeakably emo, but this fic takes any whiff of cliche and smashes it into pieces. It's disturbing and brash and it rings frighteningly true. Read it. And then read it again. (Sweeney? This means YOU.)
mimarie - Employee Benefits - This is Owen Harper. This will tell you why I want to RP him - the voice here is fantastic, exactly the reason why first-person fic is phenomenal when pulled off well. The pairing is Owen/Jack and everything about it seems perfect to me - the details are precise and deceptively casual, the smut surprises you because nothing is explicit but everything is filthy, there are guns and biology and excellent dialogue and metaphors that slip under your skin. I couldn't write something like this.
mimarie - Simple Arithmetic - This is a short, interesting OT3 fic that takes what is pretty much a plotless porny situation and turns it into anatomy and mathematics without losing the senses of character or the emotions. SO MUCH happens here in so few words. The images are sharp and the numbers are apt. (I love this author. She's almost as bad as me when it comes to maths & science in fics.)
paperclipbitch - People I Wasn't - Jack, Ianto and the idea of death. This is probably the only fic I've read in which I buy (and enjoy) the Jack/Ianto dynamic, possibly because she doesn't push it too far - I don't like the ending lines, but the rest of it is very well put together.
regala_electra - Parts - I cannot rec this enough. Ten/Rose with a long, lazy plot, great dialogue and a hilariously brilliant premise which I'm not going to tell you because it'll spoil the fun. But. Read it.
seti_drd - Five Ways Jack Harkness Died And One He Didn't - This was probably the first fic I saw that looked at Jack's journey from 'Parting of the Ways' to 'Everything Changes', and it has some phrases and explanations that I really like.
themonkeycabal - Steal Me Away - A Jack/Ten/Rose happy reunion fic. This fic can always, always cheer me up - it's simple and fun and Jack's voice is very well done.
wisteria_ - Time And Relative Dimensions - I recced this when I was discussing BSG fics, as it's a crossover, but I'm going to rec it here as well because I just reread it for the first time with full knowledge of both canons and the idea is still fascinating. Time travel and regrets - if you could go back and change things, what would you do?

I don't know what it is about Doctor Who and Torchwood and sex in fic. I feel rather inadequate in this fandom sphere. BSG doesn't have nearly the same concentration of smut!
Okay, those of you who actually know things about these fandoms - anything to add? Rec me things! I like OT3 fics above all things, though gratuitous porn doesn't really do a lot for me. I like interesting things involving time and space and the TARDIS.
